let me explain how I came to this result.
I started of with the original picture wich I enlarge to lettersize (if you have a high resolution picture) I copied the layer. the top layer picture I set to blending options hard light.
from a magazine and book or paper tear pieces of paper and scan these in. delete back layer and use these pieces to decorate the top layer of the picture around the subject. after the whole picture is done, block out the two picture layers and background if you put that in. Now merge all the decoupaged pieces together as one layer, you can leave this layer in color or as I did desaturate. make the pictures visible again. you can add another layer in between the pictures for more texture.
merge everything together when you are happy with the look, add text or use a wacom tablet to draw around the subject, and add anything else you want.
