This is so simple it's scary. It takes almost no skill at all.
1. After you do your regular clean up on the background (color adjust, sharpening, levels, etc.) duplicate that layer TWICE.
2. Select the middle layer and go to Filters -> Stylize -> Find Edges; then set that layer's blending property to Luminosity.
3. Select the top layer. Now, scroll through the blending modes to see which appeals to you and compliments the photo best. I think I used Color Burn on the sample, but ... play around.
That's it.
